Yes. Kent County Council requires a free permit for any van, pickup, minibus or trailer visiting a household waste recycling centre. Permits are issued per vehicle for household waste only, limit the number of visits, and never cover waste produced by a business.

Which vehicles need a permit
Kent's scheme catches more vehicles than people expect: panel vans and Lutons obviously, but also pickups, crew cabs, minibuses and trailers above the site's exempt size. A borrowed Transit for one load still needs a permit in the borrower's name.
Sites including Tovil in Maidstone, Cuxton in Medway, Vauxhall Road in Canterbury and Ashford's centre all operate the scheme, and gate staff check before you unload.
What the permit does not allow
A permit is for household waste from your own home. It does not authorise waste from a rental property you let out, from a job you were paid to do, or from a business you run — all of that is commercial waste and belongs on a trade route.
Soil, rubble and plasterboard are also restricted at most Kent sites by volume, and some materials are chargeable.
When a collection makes more sense
Two or three tip runs in a hatchback plus a permit application usually costs more in fuel, time and weekend hours than a single quarter-load collection. The break-even in practice is around one van load.
A booked collection also produces a transfer note, which a tip visit does not, and takes rubble and upholstered furniture that the site may cap or refuse.
