Kent district councils reject bins for three main reasons: side waste left beside the bin, a lid that will not close, or contamination in the recycling. Crews are contractually required to leave these, and repeat contamination can lead to a recycling bin being removed.

Who collects what
Kent County Council is the waste disposal authority and runs the recycling centres. The 12 district councils plus Medway Council are the collection authorities and run your bins. That is why the tip cannot help with a missed bin and the district cannot help with a van permit.
Collection days, bin colours and food waste arrangements vary by district, so a Medway answer will not apply in Sevenoaks.

What to do with genuine overflow
