How the enforcement actually works
Kent district councils and the Environment Agency share fly-tipping enforcement. When a tip is reported, an officer searches the waste for anything identifying its origin. Envelopes, prescription labels, delivery notes and furniture receipts are the usual finds.
The householder is then contacted and asked who took the waste, when, and for how much. If they can name a registered carrier and produce a transfer note, the trail moves on. If they cannot, the duty of care case lands on them.
