What POPs are and why furniture is caught
Persistent organic pollutants are chemicals that resist degradation and accumulate in the environment and in living tissue. Brominated flame retardants used in furniture foam and textiles for decades fall into this group.
Because there is no practical way to test every item, the Environment Agency applies a presumption: upholstered domestic seating is treated as POPs-containing waste unless proven otherwise.
